Bill 23 has also opened the door to multiplex conversions on lots that were previously single-family only.

Since the City's 2022 zoning amendments, a garden suite is as-of-right on most Toronto lots that meet the setback, size, and rear or laneway access rules, so no rezoning or minor variance is needed.
